Program description

The European Public Administration bachelor's programme will familiarise you with Europe´s multilevel governance, equipping you to connect European policies with local and global realities.

European Public Administration at the University of Twente is a three-year English taught bachelor's programme. As you explore and discuss current European topics, you will develop a clear vision of Europe and the complex interactions of the European Union with individual countries as well as the world at large.

One of the characteristics that distinguish this European Public Administration programme from European Studies programmes offered elsewhere is its multidisciplinary nature. Linking four vital academic fields – economics, politics, sociology, law – our programme will prepare you to play your part in the complex, fascinating setting of international policy.

Another unique aspect of this programme is its international emphasis. The programme is taught entirely in English – the working language in most international organisations – and students are required to have strong (English) communication skills. This bachelor’s programme will offer you a head start in your aspirations.

Your career options as a graduate will include working for the government, in the corporate sector or with international pressure organisations as a policy-maker or manager.

European Public Administration Program Outline

The European Public Administration program does not focus exclusively on the European Union in Brussels. It also addresses the impact of EU policy on the national systems (and vice versa). To this end, the program’s approach reflects what we call today the ‘multi-level’ nature of European governance. This approach acknowledges that it has become increasingly difficult to draw clear, separating lines between the different levels of decision-making: sub-national (Länder, provinces, cities), national (the state), regional (the European Union) and global (the United Nations, for example). The institutions and their agents operate in an open, ‘multi-level’ structure rather than in closed (sub?)state and interstate structures.

In this multi-level setting, we focus on Europe and pose two questions:

  • How does Europe hit home?
  • How does Europe fit into the world?

In other words: to what extent are nation-states confronted with decisions taken at European level (on social policies, the internal market, foreign and security policy, democracy and environmental issues, for example) and what can they do to influence these decisions? And, what is the role of Europe in the world and how can it contribute to the further development of global governance (in relation to North-South issues, global economic developments, the development of international law, the study of violent conflict and of human rights issues, for example).

European Public Administration Program Objectives

European Public Administration is a course of study that challenges you to ‘think beyond borders’. This programme trains you to become a policy maker that understands the working of Europe and who is therefore a valuable asset to the government or the business community. Since on a local level Europe gains influence, you cannot effectively use your knowledge without understanding the local goverment level. At the same time you have to understand the global level.
