Program description

Aim of the Comprehensive Assessment  program is to assess success of a development program, this is an approach that combines financial and development performance perspectives taking along transparency, sustainability, accountability.

An assessment of large development programs, before or after, often has a limited scope. In order to better assess the chances of success before a large development program starts, or to better assess the results after the program has ended, we need approaches and tools that combine both financial and development performance perspectives by taking into account the elements of transparency, sustainability and accountability.

The comprehensive assessment is designed based on values incorporated in Corporate Social Responsibility (CSR) or more specifically those of the Rhineland Way of Organising.

Participants
During two days managers and programme officers of donor agencies will get a clear idea what the comprehensive assessment entails and how they might apply it in their programme – before, during, or at the end.

A comprehensive assessment

  • combines several perspectives to look at (networks) of organisations or programs: financial, management, performance, capacity, social and environment. The combination of perspectives depend on the scope of the assessment;
  • transcends the classical assessment; both internal and contextual aspects of organizations and networks are taken into consideration;
  • is concerned with questions related to value added of investments and grants, with efficiency and effectiveness in the design and operation of programs and services. In other words, with value-for-money;
  • can be performed at a variety of levels, from the internal organization to the network of national and international actors: private sector, civil society and governments;
  • but above all, the learning and reflecting component is central! The results are translated in practical feedback and constructive learning suggestions for the client!
