Studying abroad should be compulsory for all students (3-4-2012)

The European Parliament adopted a report which calls for EU Member States and the European Commission to examine whether study programs should contain a compulsory period abroad. The call is part of the Bologna report by the Italian MEP Luigi Berlinguer, which was adopted with a large majority in Parliament.


Study abroad legislation

The European Parliament urges Member States to make study grants fully portable, thus enhancing student mobility. To this end the EU should seek legislation on freedom of movement. Also, the EU should create a system that encourages the development of joint degree programs. The report also calls for the development of a career centre that provides students with free study ad career advice.

The corner stone of the proposal is every students “dream of doing a study program whose diploma is valid and accepted in every European State”. This is also what the Bologna Declaration was built on according to the Nuffic, the Dutch study abroad agency.

The European parliament itself has no role in the Bologna process but came up with this "own-initiative report 'in the run up to the biennial Ministerial Conference on 26 and 27 April in Bucharest, where the 47 education ministers of the countries participating to the Bologna process converge.
